IS IT THE BULB OR THE BALLAST? An easy SWAP TEST will let you find the problem. Install the non-working bulb to the good side and the working bulb to the non-working side. If the non-working bulb works on the good side, but the working bulb does not light up on the non-working side, the HID ballast probably has gone bad. Note that other components like the igniter, wire harness, or fuse also could be the source of the problem.
